The goal of administrative and state government reform in Finland was modernization of the national system of state administration aimed at resolving economic problems. In the framework of reforms, there was established the system of effective activity management and quality assessment; there was introduced the system of monitoring and accountability, there were also conducted structural reforms in the system of state governing.


The article conducts the comparative quality analysis of intra-school management for educational establishment, which is characterized by successful innovations introduction into the educational process (development performance), and schools oriented mainly to work in functional performance. It is shown that the work on educational establishment development is successful only if all innovations are introduced in complex into all spheres of the school life, including the system of intraschool management.
